There's a lot Ukraine could be doing that'd cross the line into "total war" even without WMD, and they're being careful not to do it. They aren't hitting civilian infrastructure targets, agriculture, water, trading partners for vital imports etc. They aren't burning the Kremlin.
They could.
A peace settlement HAS to preserve the legitimacy of the Ukrainian state for the Ukrainian military to accept it, or I think they'll respond PREDICTABLY to the betrayal.
